GEOFF BROSSEAU

Executive Director, Bay Area Stormwater Management Agencies Association
(BASMAA)

Geoff has been Executive Director of BASMAA since 1994. This consortium of the eight
countywide urban runoff programs in the San Francisco Bay Area represents over 90
agencies, including 79 cities and 6 counties. BASMAA’s work covers the full breadth of
stormwater-related topics including monitoring, new development, public information /
participation, commercial / industrial, illicit discharges, flood control, TMDLs, and
permitting. Over the last few years, BASMAA has been intimately involved with
development of TMDLs for the San Francisco Bay Area – in particular, working closely
with Regional Water Board staff to develop implementation details for TMDL pollutants
such as PCBs, mercury, and pesticides.

In early 2004, Geoff was also tapped to be the part-time Executive Director of the
California Stormwater Quality Association (CASQA) – a statewide organization similar
to BASMAA. CASQA is composed of stormwater quality management organizations
and individuals, including cities, counties, special districts, industries, and consulting
firms throughout the state.

Geoff has particular expertise in stormwater pollution caused by pesticides, PCBs and
mercury.

PHIL BOBEL

BASMAA and BACWA spokesman; Environmental Compliance Division Manager for
the City of Palo Alto

Phil is a professional engineer who was been working on water pollution prevention for
the City of Palo Alto for 18 years. In this capacity, Phil works on industrial, commercial
and residential pollutant sources of contamination to the sewer system, the storm drain
and local waterways.
Prior to his work in Palo Alto, Phil worked on air, water, waste and pesticide programs at
the U.S. Environmental Protection Agency in San Francisco.

Phil has particular expertise on pharmaceuticals, pesticides, and dioxin.

MIKE CONNOR 

General Manager, East Bay Dischargers Authority (EBDA)

Dr. Connor is General Manager of the East Bay Dischargers Authority that discharges treated sewage effluent from the approximately 900,000 residents living between Oakland and San Jose. It receives secondary effluent from its five member agencies—San Leandro, Hayward, Castro Valley Sanitation District, Oro Loma Sanitation District, and Union Sanitary District and the Livermore Amador Valley Water Management Authority—for discharge after dechlorination through EBDA’s deep water outfall in San Francisco Bay.

 

His career has focussed on coastal water quality issues in New England and central California from the perspective of regulatory agencies, dischargers, and environmental NGOs. He has spent about ten years working in each of those sectors. He was responsible for initiating National Estuary Programs for Long Island Sound, Narragansett Bay, and Buzzards Bay. He was the lead scientist for Massachusetts Water Resources Authority’s Boston Harbor “clean-up’ Project where he led negotiations with NGOs concerned about outfall impacts. He was Vice President of New England Aquarium’s Programs and exhibits during the development of new exhibitry on biodiversity. He was Executive Director of the San Francisco Estuary Institute, an NGO responsible for monitoring Bay water quality, when it developed new initiatives on using historical ecology to help guide coastal land conservation and watershed planning. Through a fellowship with the Japan Society, he has worked with the Japanese Ministry of Land, Infrastructure , Transportation, and Tourism to compare watershed management in Japanese mega-cities and their US counterparts. He holds a BS degree from Stanford in Biology and a Ph.D. degree from the WHOI/MIT Joint Program in Biological Oceanography.
