ARB will be conducting training class #502 for the Portable Equipment Registration Program and the Portable Engine ATCM. In addition to presenting the current requirements of both regulations, the class will contain some discussion of the recent amendments to both regulations.
The class will be taught on March 15 in Sacramento, with other dates scheduled for the rest of 2010.

The RES would reduce greenhouse gas emissions by increasing the percentage of electricitygeneration provided by eligible renewable resources. The Board has been directed to adopt a regulation consistent with a 33% renewable electricity standard by July 31, 2010. ARB is developing the RES in cooperation with the California Public Utilities Commission (CPUC), the California Energy Commission, and the California Independent System Operator.

The TRUCRS User’s Guide for the Truck Regulation Upload, Compliance, and Reporting System (TRUCRS) is now available and shows fleets how to fill out the Excel spreadsheet and how to upload fleet information.
The Air Resources Board is making amendments to the regulation that would not require any other fleets to report until January 1, 2011.
The paper format reporting forms, Excel spreadsheet reporting process and the TRUCRS User’s Guide are available at:

ARB staff is holding a workshop to discuss revisions to California’s Regulation for the Mandatory Reporting of Greenhouse Gas Emissions.
These revisions are being considered to align California greenhouse gas reporting requirements with the federal greenhouse gas reporting requirements adopted by the U.S. Environmental Protection Agency (U.S. EPA), and to support a proposed California greenhouse gas Cap-and-Trade Program. The revisions would apply to 2012 reporting.

EPA is considering adding H2S back into section 313 Emergency Planning and Community Right-to-Know Act (EPCRA) regs. This might mean WWTPs would have to report H2S and might then lead to EPA adding H2S back onto the CAA list of toxics. If it was added to list of toxics it could have big impacts since many WWTPs would be over the H2S emission limit that could trigger need for controls.
